Firstly, this paper gives the definition of IWE, builds model of IWE, then, calculates score of IWE of 11 regions in Zhejiang province during the year from 1999 to 2006.

本文首先在界定工业水资源利用效率的概念的基础上，建立了工业水资源利用效率模型，并测算出浙江省11个地市1999年- 2006年间的工业水资源利用效率得分。

First, based on distinguish various IWE indicators that are being widely used now, it gives the definition of IWE which seems more reasonable, that is, the ability of optimal use of industrial water.
